ஏன் உண்ணாவிரதப்போராட்டம்?

இரானுவ கேண்டீன் என்பது முன்னாள் இராணுவ வீரர்களின் வாழ்வின் ஓர் அங்கம். மாதம் ஒன்றிற்கு இரண்டு அல்லது அதற்கு மேலாக கேண்டீனுக்கு செல்லவேண்டியுள்ளது. அவ்வா செல்லும்பொழுது அவர்கள் படும் அல்லல் பலப்பல. நாள் முழுவதும் துயரத்துடன் கழிவதுடன் நீண்ட வரிசை, டோகன் முறை, வேண்டிய பொருள் இல்லாத சூழ் நிலை எதிர்கொள்ள வேண்டியுள்ளது.கிருஸ்ணகிரி கேண்டீனில் காலை 6 மணிக்கு மழையில் நனைந்துகொண்டே நிற்க வேண்டியிருந்தது. அத்தகைய நிலையை நமது சங்க மாநில செயலாளர் 3 ஜுலை 2011 அன்று பத்திரிக்கைகளில் பிரசிரிக்க செய்ததன் பலனாக கூரையுடன் கூடிய காத்திருக்கும் கூடம் அமைக்கப்பட்டது. இருப்பினும் கூடம் நிரம்பி வழிகிறது. காத்திருக்கும் முறை ,மாதத்தில் குறிப்பிட்ட நாளில் மட்டுமே அணுமதிக்கப்பட்ட பயணாளிகளுக்கு அனுமதி போன்ற கற்கால கட்டுப்பாடுகள் இன்றும் நம்மை வாட்டி எடுக்கின்றன. குறிப்பாக கிருஸ்னகிரி கேண்டீன் வாடிக்கையாளர்களும் சரி ,ஊழியர்களும் சரி சிரமத்தைத்தான் எதிர்கொள்கின்றனர். பெரும்பாலான பயனாளிகள் கேண்டீன் விக்காக பெங்களூர் போன்ற நகரங்களுக்கு செல்கின்றனர். இந்த அல்லல் கிடைக்கும் பொருள் வாங்கவே, குறிப்பிட்ட பொருள் விரும்பி வாங்க வேண்டுமேயானாள் அதற்கு படும் அல்லல் சொல்லொனாதது.. இதற்காக நம் எடுத்த முயற்சிதான் என்ன என்பதையும் பார்ப்போம்.
1.   29 ஜுலை 2010 தேதியில் GOC, ATNK&K AREA அவர்களுக்கு மணு செய்தோம்.
2.   30 ஜுலை 2010 அன்று திரு பிரபோத் சத்வால் அவர்கள் நமக்காக Integrated HQ of MOD(Army) க்கு கடிதம் அனுப்பினார். அத்ற்கு ஆய்வு செய்யுமாறு ஆணை பிற்ப்பிக்கப்பட்டது.
3.   15 செப் 2010 தேதியிட்ட கடிதத்தில் கிருஸ்ணகிரி கேண்டீனில் வசதிகள் மெம்ப்டுத்தப்ப்டுமென பதில் கிடைத்தது. இருப்பினும் செய்யவில்லை. அதற்காக்த்தான் 3 ஜுலை 2011ல் பத்திரிக்கைகளில் செய்தி வந்த பின்தான் கூடம் அமைக்கப்பட்டது. இதன் மூலம் வேலூர் நிர்வாகத்தின் போக்கை புரிந்துகொள்ளலாம்.
4.   அதே சமயம் நமது சங்க நிர்வாகிகள் அப்போதைய பாராளு மன்ற உறுப்பினர் R Thamaraiselvan BSC,BL அவர்களை சந்தித்து மணு அளித்ததின்பேரில் அவர் இராணுவ மந்திரிக்கு சிபாரிசு கடிதம் அணுப்பினார்.
5.   29 ஏப்ரல் 2011 அன்று நிர்வாகத்தால் கூட்டம் கூட்டப்பட்டது. அதில் Maj விக்டர் அவர்கள் 45 நிமிட நேரமளித்ததும் அதில் 41 நிமிடம் அவரே MRC –ன் WAR CRY “மதராசி! அடி! நில்! கொள்!” என பேசியதையும், இடைமறித்ததற்கு வெடித்து கொட்டியதையும் அனைவரும் அறிவர். அந்த கூட்டத்தில் ஒரு வாக்கெடுப்பு நடத்தினார் அதில் கிருட்டினகிரி பயணாளிகளிடம் தருமபுரிக்கு கேண்டீன் பிரித்து கொடுக்களாமா என் கேட்கப்பட்டது. அனைவரும் ஏகமனதாக கோரசுடன் உட்னே கொடுக்க வேண்டுமென்றனர். அவர் ஏற்பாடு செய்தவர்களின் சத்தம் அமுங்கிப்போனது. அதில் பாரூர் சங்கத்தின் சார்பாகவும் தருமபுரியில் கேண்டீன் வேண்டுமென கடிதம் தரப்பட்டது.
6.   7 ஜூலை 2011 அன்று Station commander, Redfields Coimbatore க்கு சங்க நிர்வாகிகள் அனைவரும் திரு லூகாஸ் பாபு அவர்கள் வாகனத்தில் சென்றோம். Stn Cdr –ஐ சந்திக்க இயலவில்லை. சாஸோ அவர்கள் நமது மணுவைப்பெற்றுக்கொண்டு அதே மேஜர் விக்டருடன் பேசிய பின் 2000 பேர் இருந்தால் Station தரப்பில் கேண்டீன் ஆரம்பிக்கப்படுமெனவும் அதற்கு அவர்களும் விழைவதாகவும் வய்மொழியாக கூறினார்.
7.   Stn Cdr கேண்டீன் கொடுப்பார் என்ற நம்பிக்கையில் பயனாளிகளின் கையெழுத்து பெறும் இயக்கம் நடத்த்னோம். அதற்கு பென்னாகரம்  பகுதி முழுதாக செய்த திரு சுப்ரமன்யம் அவர்களை பாரட்டுகின்றோம்.
8.   இவ்வாறு பல விண்ணப்பங்களை அனுப்பி பின் தொடர்ந்து கொண்டு வருவதுடன்,  Brig S Sivaraaman அவர்கள் நமக்காக ஒரு ஆய்வறிக்கை தயார் செய்து, அவர் சொந்த செலவில் பெங்களூரிலிருந்து சென்னை சென்று GOC –ஐ நேரில் சந்தித்து விளக்கினார். அந்த GOC செயல்படுத்தாமலே விரைவில் மாறிவிட்டார்.
9.   மேலும் நமது சங்க நிர்வாகிகள் Lt Gen சுப்ரதோ மித்ரா அவர்களை கிருஸ்ணகிரி ECHS –ல் சந்தித்து மணு அளித்தனர். நம்பிக்கை இருந்தது. தருமபுரியில் கேண்டீன் வருகிரது என்ற செய்திகள் கசிந்ததே தவிர வேறொன்றும் நடக்கவில்லை.
10. 2015 ல் Lt gen Krishna Menan அவர்களை சந்தித்து விளக்கினோம். அவருக்கு நெருக்கமானவர்கள் நமது அங்கத்தினர்கள் ஆவர். அவர் மிகவும் ஆதரவு அளித்தார். இருப்பினும் நமது கொடுங்கோள் இராஜா மேஜர் விக்டர் அவர் முன்பாகவே தருமபுரியில் வெறும் 500 கார்டுகள் இருப்பதாகவும் கிருஸ்ணகிரியில் 5000கார்டுகள் மட்டுமே இருப்பதாகவும். செத்தவர்களையெல்லாம் கணக்கில் கொள்கின்றோம் என்றும் கூறினார். நாம் QMG’s Branch HQ ATNK&K Area கடித எண் EXC/300/complaint நாள் 15 செப் 2011 கடிதத்தில் கிருஸ்ணகிரியில் 9732 பயனாளிகள் உள்ளனர் என தெரிவிக்கப்பட்டுள்ளதுஎன்றோம். அதற்கு Gen Krishnamenan அவர்கள் தமிழக அரசுக்கு எழுதி உண்மையான எண்ணிக்கையை பெறுவதாகவும் பரிசீலிப்பதாகவும் வாக்குறுதி கொடுத்தார்.
11.  அதே Maj Victor உதவி இயக்குனர் தருமபுரிக்கு தாலுகா வாரியாக விவரம் கேட்டு கடிதம் 18 பிப் 2015 எழுதினார். உதவி இயக்குனரும் 1501 பேர் முன்னாள் இராணுவ வீரர்களும் 402 விதவைகள் இருப்பதாகவும் பதில் மார்ச் மாதம் அனுப்பி உள்ளார். ஆனால் இத்தகைய ஆய்வு கிருஸ்ணகிரி மாவட்டதில் நடத்தப்படவில்லை. அப்படி நடத்தப்பட்டால் பாரூரில் இருக்கும் பயனாளிகள் தருமபுரி யுடன் இனைத்தால் தேவையான அளவு எண்ணிக்கை வந்துவிடும். மேலும் கடந்த தேர்தலின்போது படையில் உள்ளோருக்கு 1300 தபால் ஒட்டுக்கள் அனுப்பியதாக பத்திரிக்கை செய்தி வந்தது. இரானு வீரர்கள் 80% பேரின் குடும்பங்கள் இங்குதன் வசிக்கின்றன.  இதன் மூலம் மேஜர் விக்டர் இராணுவ நிர்வாகத்தை திசை திருப்புவதில் வித்தகர் என்பதும் அவரது செல்வாக்கு வலுவானது. அதில் நேர்மையோ முன்னாள் இரானுவர் மீது பற்றோ சிறிதளவும் இல்லை. அவர் கேண்டீனை இலாபத்திற்காக நடத்துகிறார் என்பது புரிகிறது. யார் இலாபத்திற்காக? என்பது தான் கேள்வி. அதற்காக முன்னாள் இராணுவத்தினர் பலியாகவேண்டுமென்பதே வெட்கக்கேடு.

12. இதற்கிடையில் தருமபுரி மாவட்ட ஆட்சியர் மற்றும் உதவி இயக்குனர்கள் எழுதிய கடித்திற்கு முதலில் ECHS தருவதாகவும் அதன் பின் கேண்டீன் தருவதாகவும் பதில் கிடத்துள்ளது. இரண்டும் உடனே துவங்குங்கள் என்பதே நமது வேண்டுகோள்.

நடவடிக்கைகள் இவ்வாறு இருக்க வேலூரில் மற்றொறு விரிவாக்கம் நடைபெறவிருக்கின்றது என கேள்விப்படுகின்றோம். நாம் முன்னால் இரானுவ வீர்ர்கள் இல்லையா? ஒரே மாவட்டத்தில் மூன்று விரிவாக்க கேண்டீன்கள் இருக்களாம் என்றால் நமது மாவட்டத்திற்கு ஒன்று கூட கொடுக்க முடியாதா? திருச்சியில் இருக்கும் NCC நாமக்கல்லில் கேன்டீன் நடத்தலாம் என்றால் சேலத்தில் இருக்கும் NCC தருமபுரியில் கேன்டீன் நடத்த முடியாதா?. நட்டம் என்றால் இலாபத்திற்கா கேண்டீன் நடத்துகின்றார்கள்?. இங்கு வரும் நட்டம் மற்ற இடத்தில் வரும் லாபத்தில் ஈடுகட்டமுடியாதா? முடியாது என்றால் யாருக்குப்போகிறது அந்தலாபம்? பயனாளிகளுக்காக கேண்டீனா அல்லது ஏதோ ஒரு பெரியவங்க இலபத்திற்காக கேன்டீனா? மக்களின் குமுறல் வீனாகாது. நமது சங்கம் பெருமையாக பொறுமை காத்துள்ளது. இன்று நடக்கும் போராட்டத்திற்கு  CSD நிர்வாகத்திற்கு முன்னாள் இரானுவ வீரர்களின் மீதுள்ள வெறுப்பும் சுய நலனும் மற்றுமே காரணம். இதனை இப்போராட்டத்தின் மூலமாக நாம் வெளிப்படுத்துகின்றோம். உடனே தருமபுரியில் CSD கேன்டீன் தொடங்கவேண்டும் அது கோவை பிரந்தியத்திலோ அல்லது சேலம் கேண்டீனின் விரிவாக்கமாகவோ இருக்கவேண்டும். ஏற்க மறுக்கும் நிலை வந்தால் போராட்டம் வலுக்கும் என்று எச்சரிக்கின்றோம்.

Initial Pay Fixation of Re-Employed Ex-Servicemen who held Post Below Commissioned Officer Rank in Defence Forces

OFFICE MEMORANDUM 

Sub: Initial pay fixation of re-employed ex-servicemen who held post below Commissioned Officer rank in Defence Forces, retired before attaining the age of 55 years and have been appointed on re-employment basis in civilian posts - Regarding. 
 
The undersigned is directed to refer to a demand by the National Federation of Indian Railwaymen (NFIR), a recognised Federation of Railwaymen, who have requested that the initial pay of non-commissioned ex-servicemen (PBOR) who are re-employed on the Railways should be fixed by taking into account the service rendered by them in the Defence Forces. They are insisting that the fixation done in the minimum of the scale of the re-employed post should be according to the procedure laid down in para 4 (b) (ii) of DOP&T's OM s dated 31/7/86 as amended vide OM dated 11th November 2008, 5th April 2010 & 8th November, 2010. The Federation states that the content of these, OMs clearly states that the Pay of re-employed former 
 
Defence Forces Personnel should be fixed as per Rule 7 of CCS (RP) Rules 2008 i.e. at the same stage of their last basic pay drawn at the time of retirement i.e. allowing one increment (in the post held at the time of retirement) for each year of service the ex-servicemen has rendered at the time of retirement with the proviso that the pay thus fixed does not exceed:- 
 
(a) the pay drawn prior to retirement for non-commissioned officer of all three forces like Army, Navy and Air Force (Sub para 2 (ix) of Para 3 & Para 4 (b) (ii) of OM dated 31st July 1986 are relevant).
 
(b) Para 5 of DoP&T's OM No. 3/13/2008-Estt.(Pay-II) dated 11th November, 2008 stipulated enhancement of existing ceiling of Rs. 26000/- for drawal of pay plus gross pension on re-employment to Rs. 80,000/- p.m. 
 
2. However, their attention was drawn to the provisions in DOP&T's OM No. 3/1/85-Estt.(pay-II) dated 31st July 1986 and OM NO. 3/19/2009-Estt.(Pay-II) dated 5th April 2010, governing initial pay fixation, inter alia, of re-employed ex-servicemen who held post below Commissioned Officer rank in Defence Forces and retired before attaining the age of 55 years and have been appointed on re-employment basis in the 'Railways. As per these orders, the initial pay of such re-employed pensioners is to be fixed in terms of provisions of Central Civil Services (Fixation of Pay of Re-employed Pensioners) Orders, 1986 issued by Department of Personnel and Training vide OM No. 3/1/85-Estt.(Pay-II) dated 31/7/1986 as amended from time to time. 
 
3. It is to be seen that revised provision contained in Para 2 of OM dated 5th April 2010 revising the contents of Para 4(d)(i) of CCS (Fixation of Pay of Re-employed Pensioners) Orders, 1986 provides that in case of ex-servicemen who held post below Commissioned Officer rank in the Defence Forces and in the case of civilians who held posts below Group 'A' posts at the time of their retirement before 55 years of age, the entire pension and pension equivalent of retirement benefits shall be ignored, i.e. no deduction on this count is to be made from the initial pay fixed on re-employment. Also, in terms of the Para 4(a) and Para 4(b)(i) of CCS (Fixation of Pay of Re-employed Pensioners) Orders, 1986, as amended vide DOP&T's OM No. 3/19/2009-Estt.(Pay.II) dated 5/4/2010, the initial pay on re-employment of such pensioners shall be fixed as per the entry pay in the revised pay structure of the re-employed post applicable in the case of Direct Recruits appointed on or after 1/1/2006 as notified vide Section II, Part A of First Schedule to CCS(Revised Pay) Rules, 2008. As is explicit, these instructions do not provide for protection of last pay drawn before retirement, in such cases. Therefore, the fixation of pay of re-employed ex-servicemen is being done accordingly on the Railways. 
 
4. However, the Federation does not agree with the above contention and desires that the pay of ex-Defence Forces personnel re-employed in Railways should be fixed in accordance with the clarification issued vide DoP&T's OM dated 5th April, 2010 in Para 3 (iv) & (v) which contain clarifications duly stating that the pay of the ex-servicemen, re-employed in the Central Government Organizations will be fixed in accordance with the provision contained in DoP&T's OM No. 3/13/2008-Estt.(pay-II) dated 11/11/2008 after exercising option in the manner laid down in Rule 6 of CCS (RP) Rules, 2008 and the fixation of pay is to be regulated in accordance with the provisions of Rule 7 of CCS (RP) Rules 2008. 
 
The Federation has further pointed out that the initial pay of a re-employed military pensioner and a direct recruit cannot he the same in view of the fact that the pay of the re-employed Defence Forces Pensioner is to be done as per the provisions of Rule 7 of CCS (RP) Rules, 2008 as mentioned in the DoP&T's OM dated 11/11/2008 and not under Rule 8 of CCS (RP) Rules, 2008 applicable to direct recruits - the two entrants being independent and have no co-relation with each other. 
 
5. After protracted correspondence and discussion of the issue between NFIR and the concerned officials of this Ministry, as NFIR are still not convinced with the official stand on this issue and insisting on implementation. of Para 3 (iv) and (v) of DoP&T's O.M. Dated 5/4/2010. Hence, it was decided to refer the matter to DOP&T for clarification. 
 
6. In the light of the position as brought out above, DOP&T are requested to clarify specifically as to whether the contention of NFIR that the pay of non-commissioned ex-servicemen (PBOR) who retire from the Defence Forces before attaining the age of 55 years, and are subsequently re-employed on the Railways should be fixed by taking into account the service rendered by them and last pay drawn in the Defence Forces, is in order, or the procedure being foll wed on the Railways i.e. fixing the pay of such re-employed ex-servicemen as per the entry pay in the revised pay structure of the re-employed post applicable in the case of Direct Recruits appointed on or after 1/1/2006, without any pay protection is correct. 
7. An early reply in the matter is solicited.

Armed forces agree to implement 7th pay commission - By Ajay Banerjee

After a week-long difference of opinion over the implement enhanced salaries under the 7th Central Pay Commission pay, the armed forces have heeded the advice of Defence Minister Manohar Parrikar.
Chairman of the Chiefs of Staff Committee (CoSC) Air Chief Marshal Arup Raha has issued directions to all service headquarters asking them to issue orders for implementation of the 7th CPC.
This means that the soldiers will receive their new salary in their pay for September, payable in October.
Parrikar has assured the forces that their four-key demands will be met and issue will be sorted out but the decision of the government has to be implemented.
Parrikar assured them that the "anomalies" they pointed out in the 7th CPC would be taken up at the "highest level".
Their core demands are entry level pay be hiked as its suppressed, disability pension be brought at par with other wing of the Government; the forces we allowed Non-functional financial upgrade (NFU) and Enhancement of Military Service Pay (MSP) for JCOs.
The implementation had been stopped on September 9 after the three services issued letters to their formations saying they have asked the Government to hold “in abeyance” the implementation of the CPC in view of the “unresolved anomalies”. The Tribune had first reported on the matter in its edition dated September 11.  
The ‘unresolved anomalies’ had surfaced in the Ministry of Defence (MoD) notification issued on September 6.
On September 12, Parrikar had asked the forces to implement the pay commission and grievances, if any, can be taken up latter.
The MoD had notified the new pay commission on September 6 and the CoSC had met on September 7 and decided to withhold the CPC pending ‘resolution of anomalies’.

Solution to pay panel issue soon, assures Raksha Mantri Parrikar

Over the last 24 hours, there have been panicky posts by ESM who have believed the story of the Defence Minister ORDERING the three Chiefs to jolly well implement the 7th CPC as it is, first -- and that the complaints and grievances etc would be tackled later.
This was a "FALSE FLAG"!! A wrong story planted by some interested parties!
The latest information that we have on the subject is:

The current impasse over the implementation of the 7th Pay Commission award for the three armed forces will be resolved soon, Raksha Mantri Manohar Parrikar has asserted.
Speaking to BharatShakti.in, Mr. Parrikar in his first public comments over the deadlock said: “I am aware of the anomalies and shortcomings in the award for the military. The Service Chiefs have also briefed me again. I have assured them that I am confident of resolving issues very soon,” he said in a brief chat this evening.
Mr Parrikar said the three Service Chiefs raising the issue with him is not being viewed as defiance. “I only told them that we care for the forces and all concerns raised by them will be addressed by taking them up with the Prime Minister and the Finance Minister,” he added. The only way to find a solution to these issues is discussion, Mr Parrikar said. “The Service Chiefs know that I am using all the strength at my command to find a way out. You must understand that I got the gazette notification announcing the 7th Pay Commission amended to make sure the military retains its edge over the Central Armed Police Forces. Such a step has never been taken ( to amend a gazette notification),” he pointed out.
Although he refused to put a timeline for the resolution of the problems, the very fact that the Raksha Mantri met the Prime Minister last night and is understood to have apprised him of the all the points demonstrates the seriousness with which the government is treating the issue. Unlike earlier times, the issues will be resolved without delay, Mr Parrikar said.
Asked why were these issues not resolved before the notification was issued, Mr. Parrikar pointed out that a cabinet notification cannot be corrected before it is notified. “The anomalies committees are meant to correct the shortcomings, ” he said.
He asserted that at least three of the four major anomalies over which the service HQs are perturbed will be taken care of very soon. They are:
1. The entry level pay suppression in the middle ranks;
2. Non-functional Upgrade (NFU) and
3. Enhancement of Military Service Pay (MSP) for JCOs.
Experts on Pay Commission issue say one way of overcoming the problem posed by no NFU to military personnel (an anomaly from the earlier Pay panel) is to grant a one time notional NFU for pay scale fixation in the armed forces so as to maintain the equilibrium with other services.
Mr Parrikar pointed out that most of the other anomalies are also carried over from the earlier Pay Commissions and will have to be taken up in the two committees formed to resolve them.
The Raksha Mantri said he has asked the Service HQs to start implementing the benefits of the 7th Pay Commission to the troops as soon as possible. “The financial outgo of the corrections that will be made, is not likely to be more than Rs 600 crores and can be given out later, he said.

MILITARY UPS ANTE ON PAY ANOMALIES : WANT PAY REVISION HELD UNTIL ANOMALIES SOLVED - BY RAJAT PANDIT

The armed forces have upped the ante in their ongoing struggle for resolution of “core anomalies“ in their salary packages by asking the Centre to keep in “abeyance“ the implementation of the 7th Central Pay Commission (CPC) for them.
The Army , Navy and IAF headquarters have also issued signals to their 14 lakh personnel to hold their peace till they get the Centre to resolve the persisting anomalies.
Though couched in conciliatory terms, the signals are reflective of the widespread outrage in the military over how successive panels have degraded its status, parity and equivalence compared to civilian counterparts.
For instance, one of the signals issued on Friday -to personnel deployed in different operational commands, formations and units around the country -says: “In the interim, personnel are expected to display maturity and patience, and not be swayed by hearsay or speculative reports from any quarter.“
“The signals are meant to calm down restive personnel by telling them the Service HQs are raising with the government the pay anomalies that need to be resolved.
Otherwise, in these days of social media, personnel can easily fall prey to rumours,“ said an officer.
As was first reported by TOI last month, the three Service chiefs -Air Chief Marshal Arup Raha, General Dalbir Singh Suhag and Admiral Sunil Lanba -had also written to PM Narendra Modi in a last-ditch effort to get their concerns addressed.

But it merely deleted the controversial line that held additional levels were being added to the defence pay matrix to “maintain parity“ with the Central Armed Police Forces (CAPFs) like BSF , CRPF and the like.
“In effect, military officers, who were earlier equated with the IPS if not the IAS, have been reduced to the level of the paramilitary ,“ said another officer.
TOI last month, the three Service chiefs -Air Chief Marshal Arup Raha, General Dalbir Singh Suhag and Admiral Sunil Lanba -had also written to PM Narendra Modi in a last-ditch effort to get their concerns addressed.

One of the main anomalies raised earlier was the “artificial suppression of entry-level pay in each rank“ for the armed forces. Another issue is the denial of higher military service pay (MSP) for junior commissioned officers (JCOs).

7th CPC IMPLEMENTATION RESOLUTION

1.         The Seventh Central Pay Commission (CPC) was set up by the Government of India vide Ministry of Finance (Department of Expenditure) Resolution No.1/1/2013-E-III (A) dated 28th February, 2014. The Commission submitted its report on 19th November, 2015. The report covered among other things, matters relating to structure of emoluments, allowances, and conditions of service of Armed Forces personnel. Government has given careful consideration to the recommendations of the Commission relating to these matters in respect of Personnel Below Officer Rank (PBOR) of the Armed Forces and have decided that the recommendations of the Commission on the aforementioned matters in respect of these categories of Defence personnel shall be accepted as follows. Some of the major points in respect of Defence Personnel (PBOR) are as mentioned below: -           

(i)         Implementation of the revised pay structure will be w.e.f. 01.01.2016.

(ii)        Pay related Matter;

(a)        The existing system of Pay Band and Grade Pay has been replaced with separate Pay Matrices for both Defence and Military Nursing Services personnel.

(b)        Fixation of pay of each employee is the new Pay Matrix as on 01.01.2016 would be done by multiplying his/her basic pay by a factor of 2.57.

Note-1:            With regard to fixation of pay in the new Pay Matrix as on 01.01.2016, the existing pay (Pay in Pay Band plus Grade Pay) in the pre-revised structure as on 31.12.2015 shall be multiplied by a factor of 2.57. The figure so arrived at is to be located in the Level corresponding to employee’s Grade Pay in the new Pay Matrix. If a Cell identical with the figure so arrived at is available in the appropriate level, that Cell shall be the revised pay; otherwise the next higher cell in that Level shall be the revised pay of the employee.   

Note-2:            After fixation of pay in the appropriate Level as specified in Note-1 above, the subsequent increments shall be at the immediate next Cell in that Level.

(c)        General recommendations on pay recommended by the Commission have been accepted with the following exceptions in the Defence Pay Matrix, namely:

i.          The index of Rationalisation of Level 13 A (Brigadier) in Defence Pay Matrix may be revised upward from 2.57 to 2.67.   

ii.         Additional 3 stages in Level 12A (Lt Col), 3 stages in Level 13 (Colonel) and 2 stages in Level 13A (Brigadier) may be added appropriately in the Defence Pay Matrix.

(iii)       Increase in Military Service Pay (MSP) of Personnel Below Officer Rank (PBOR) from Rs 2000/- to Rs 5200/- p.m. MSP would be counted only for Dearness Allowance (DA) and Pension purposes;

(iv)       There would be two dates for grant of increments viz, 1st January and 1st July of every year, instead of existing date of 1st July. However, an employ will be able to avail annual increment only on one of these two dates depending on the date of appointment, promotion, or grant of financial upgradation;

(v)        Recommendations on Allowances (except Dearness Allowance) would be referred to a Committee comprising Finance Secretary & Secretary (Expenditure) as Chairman and Secretaries of Home Affairs, Defence, Health & Family Welfare, Personnel and Training, Post and Chairman, Railway Board as Members. The Committee would submit its report within a period of 4 months. Till a final decision on Allowances is taken based on the recommendations of this Committee, all Allowances would continue to be paid as existing rates in existing pay structure, as if pay had not ben revised w.e.f 1.1.2016 i.e. status quo would be maintained;

(vi)       Arrears of Pay would be paid during the current financial year;

(vii)      Recommendations not relating to pay and allowances and other administrative issues specific to department/cadres/posts would be examined separately as per the Transaction of Business Rules/Allocation of Business Rules.

2.         Other instructions on Pay Fixation and increment not specifically covered in these instructions will be as in Government of India, Ministry of Finance (Department of Expenditure) Resolution No. 1-2/2016 – IC dated 25th July, 2016. 

3.         The decisions taken by the Government accordingly on various recommendations of the Commission in respect of Personnel Below Officer Rank (PBOR) of Armed Forces are indicated in the statement at Annexure-I to this Resolution. New Pay Matrix for Personnel Below Officer Rank (PBOR) is at Annexure –II.

STATEMENT SHOWING THE RECOMMENDATIONS OF THE VII CENTRAL PAY COMMISSION RELATED TO PERSONNEL BELOW OFFICER RANK (PBOR) OF THE ARMED FORCES AND GOVERNMENT DECISION THEREON (FIGURES REFERRED IN PARENTHESIS PERTAIN TO CHAPTER AND PARAGRAPH OF THE PAY COMMISSION REPORT)

Fitment Factor: The Seventh CPC has recommended fitment in the pay band in the following manner: -
“The fitment in the new pay matrix is essentially a multiple factor of 2.57. The multiple is the ratio of the new minimum pay arrived at by the Commission and the existing minimum pay. The fitment factor is being applied uniformly to all employees. It includes a factor of 2.25 to account for DA neutralisation, assuming that the rate of Dearness Allowance would be 125 percent at the time of implementation of the new pay as on 01.01.2016. The actual raise/fitment being recommended by the Commission is 14.29 percent. An identical fitment of 2.57 has also been applied to the existing rates of Military Service Pay (MSP) applicable to Defence forces personnel only.’ (Para 5.2.7)        
Minimum Pay, Fitment Factor, Index of Rationalisation, Pay Matrices and general recommendations on pay recommended by the Commission in as much as it impacts PBORs accepted without any material alteration.

Rate of Increment: The rate of annual increment is being retained at 3 percent (Para 5.1.38)
There would be two dates for grant of increment viz. 1st January and 1st July of every year, instead of existing date of 1st July. However, an employee will be able to avail annual increment only on one of these two dates depending on the date of
appointment, promotion, or grant of financial upgradation.

Military Service Pay for PBORs: The Defence forces personnel, in addition to their pay as per the Matrices above, will be entitled to payment of Military Service Pay for all ranks up to and inclusive of Brigadiers and their equivalents. The
Commission recommends an MSP for Defence forces personnel at Rs 5,200 for JCOs/ORs.
MSP will continue to be reckoned as Basic Pay for purposes of
Dearness Allowance, as also in the computation of pension. Military Service Pay will however not be counted for purposes of House Rent  Allowance, Composite Transfer Grant and Annual Increment, (Para
No. 5.2.22)
Rate of Military Service Pay (MSP) is accepted. However, MSP will be counted only for Dearness Allowance (DA) and Pension.

Group ‘X’ Pay: The Commission recommends:
(a) X pay for JCOs/ORs in Group ‘X’ at Rs 6,200 per month: For all X trades which involve obtaining a qualification which is equivalent of a diploma recognised by AICTE. This amount is the difference in the minimum of the Pay level 6 (corresponding to Grade Pay of Rs 4200 in VI CPC),  and Pay Level 5 (corresponding to Grade Pay of Rs 2800 in VI CPC). (Para 6.2.88)

(b) X Pay for JCOs/ORs in Group X at Rs 3, 600 per month: (standard fitment of 2.57 on the existing X pay of Rs 1,400) for those currently in X pay, but not having a technical qualification recognised by AICTE. (Para 6.2.88).

Pay Scales of Honorary Commissioned Officers: The Commission, taking note of the existing framework of Honorary Commission recommends that the Junior Commissioned Officers on their promotion as Honorary Lieutenant or Honorary Captain shall be placed in the pay level 10 and pay level 10B respectively. They will, in addition be paid Military Service Pay of Rs 15, 500 per month on par with that payable to all the Commissioned officers. (Para 6.2.92).






Accepted.

Grant of Financial Upgradation under MACP to the DSC Personnel: Since Defence Security Corps personnel are personnel under the Army, they would also be permitted the benefit of MACP. However, this benefit should be limited to a total of three upgrades in the entire service career, both during regular employment and in the course of reemployment as Defence Security Corps personnel. As they are defence forces personnel the benefit of MACP would be extended to them after a period of eight years from their dat of reemployment, in case they do not get a promotion. (Para 6.2.98).  












Accepted.

Pay Structure of Non-Combatant (Enrolled): The Commission recommends MSP for Non-Combatants (Enrolled) at the rate of 70 percent of combatants. Accordingly, the Commission recommends an enhancement of MSP for Non-Combatant (Enrolled) in the Air Force from the existing rate of Rs 1,000 per month to Rs 3,600 per month. (Para 6.2.100 & 6.2.101)
